This is a pretty incredible development. I can see that if a bill like this passes, and Israel begins to regulate prayer on the Temple Mount, there may well be a snowball effect in terms of the push for a Third Temple. Even if that didn't happen, however, I don't expect the Muslim nations surrounding Israel to keep silent in the face of Jewish prayer.

I think Israel has been very passive in this regards in the past. I know they desire to keep peace and no one gets hurt. But if the Muslims are allowed to pray in their area, then Israel deserves the same access. They have let this go on so long that the Arabs feel ownership is theirs.

I am confused Benjamin. I know the Waqf is supposed to be the manager of this site but I thought it belonged to Israel, apparently not. I read an article tonight that Netanyahu wants it put into law that Israel is a state and that Jerusalem is the capital of Israel. This would make any peace treaty tougher as Jerusalem would not be on the table. No mention was given of the Temple Mount. time will tell.

Allow me to clarify:
The Temple Mount was conquered by Muslim forces in 1187. From that time until 1967, power over that location was retained by a succession of Islamic forces and regimes - most recently, that of Jordan. Jordan created a body called the "Jerusalem Islamic Waqf", who became responsible for the maintenance and security of the Temple Mount.
In the Six Day War, Israel conquered vast swathes of land, much of which is now part of the 'disputed territories' (i.e. Gaza, the West Bank, the Golan Heights), but also much more. Much of that land was returned to its previous owners after the war ended. East Jerusalem, however, was retained by Israel as part of their own land, while the West Bank became 'occupied territory' (make of that term what you will!).
In the days following the war, Israel relinquished control, allowing the Islamic Waqf to peacefully regain control over the Temple Mount, though technically not granting them ownership of it. This is why Israelis cannot pray on the Temple Mount. It is also why Israeli police frequently detain Jews, rather than Arabs, when violence occurs on that site; because, in essence, it is the Israelis who are 'trespassing'.
Now, with those things said, Israel does retain ownership of the Temple Mount, despite not having control of it - so should Israel at some point in the future decide to assert its right to the Mount, they would be justified in many respects in doing so... but, of course, nobody will see it that way.

Benjamin, it could result in a snowball effect, yes. I don't think that the muslims will be very happy with the Jews trying to "intrude in that area", so to speak.
